Welcome Incoming Superintendent - Andre D. Spencer, Ed.D.

Willingboro, N.J. — Willingboro Township Public Schools is proud to announce the appointment of Dr. Andre D. Spencer as the district’s new Superintendent of Schools, effective Monday, August 17, 2026, pending Executive County Superintendent approval.

Dr. Spencer brings 29 years of public education experience to Willingboro, including 15 years as a superintendent. A deeply committed educational leader, Dr. Spencer centers his work on equity, academic excellence, student achievement, and the belief that all scholars deserve a quality education that empowers them to become productive learners and global citizens.

“Leadership is ultimately about service, and there is no greater honor than serving the families and scholars of Willingboro,” said Dr. Spencer. “I extend my sincere appreciation to the Board of Education and the entire community for this extraordinary opportunity to serve. I am eager to listen, learn, and partner with you, as we build on Willingboro’s strong foundations to ensure every scholar has the support and resources they need to Reach Individual Scholar Excellence (R.I.S.E.).”

A native of Baltimore, Maryland, Dr. Spencer began his career in the Baltimore City Public School System, where he served as a science teacher, assistant principal, principal, and network team lead. He later expanded his leadership impact as a school leadership officer/regional superintendent in the Houston Independent School District.

Dr. Spencer’s executive leadership career includes serving for more than five years as Superintendent of Schools for Harrison School District 2 in Colorado Springs, Colorado. He also served as Executive Superintendent for the New York City Department of Education, where he oversaw 151 schools and 111,000 scholars in Queens South. Most recently, he served as Superintendent of Teaneck Public Schools, where he championed innovative academic pathways, including an early college high school, Career and Technical Education pathways, and International Baccalaureate programs, while also successfully increasing the district’s four-year graduation rate.

We are excited for this new chapter of leadership and the positive impact Dr. Spencer will have on the future of Willingboro.”

Dr. Spencer is a graduate of the AASA National Superintendent Certification Program and previously served as the Superintendents’ Commission Chairperson for the National Alliance of Black School Educators. He has also served on advisory boards for Corwin Press and Leading Now.

His leadership and advocacy have earned him numerous honors, including the New Jersey School Boards Association School Leader Award, the NABSE Demonstration District Award, the Courage Award from the Bergen County NAACP, and Superintendent of the Year by The Education Center in Denver, Colorado. Dr. Spencer was also recently informed that he will be honored with the Public Trust Award for Proactive Leadership by Leading Now.

Dr. Spencer earned his Bachelor of Science degree in Biology from the University of Maryland Eastern Shore and his Master of Science degree in Science, with a focus on Biology, from Morgan State University. He graduated with honors from Capella University with a Doctor of Education degree in Educational Leadership and Management. He also holds a Graduate Certificate in Human Resource Management from Southern New Hampshire University and a Graduate Certificate in Diversity, Equity, and Inclusion in the Workplace from the University of South Florida.

As he begins his tenure, Dr. Spencer will focus on listening, learning, and engaging with students, families, staff, and community members. In the coming weeks, the district will share additional information regarding community meet-and-greets, school visits, listening sessions, and opportunities for stakeholders to connect with Dr. Spencer.
